HDPA
In 1988, Business owners in the Downtown Area, with the cooperation of the City and authorized by RCW 35.87, petitioned the City to form a Business Improvement Area Association (BIAA).
The organization, dedicated to the beautification and promotion of Historic Downtown Poulsbo, is now known as the Historic Downtown Poulsbo Association (HDPA).
Businesses self-assess fees to support the beautification, preservation and marketing of Downtown Poulsbo. Donations are also accepted from corporations and any other business or individuals who wish to participate in the program.
HOW DOES IT WORK?

The HDPA elects an 8 member governing board from it's membership that meets monthly.

The board creates the annual budget of revenue and expenditures and presents it to the City Council for approval.

The HDPA funds are held by the city of Poulsbo in a separate fund.

The City processes all billings to the business owners of behalf of the HDPA.

All expenditures, after being reviewed by the board are processed and paid by the City.
The City of Poulsbo audits and ensures that all revenues and expenditures are according to the budget and are in compliance within the guidelines of the association.

Recently many of Poulsbo's businesses and attractions were voted BEST OF KITSAP, Reader's Choice award winners.
North Kitsap is a special place to live for plenty of reasons. We're fortunate to see astounding views wherever we may look. We can visit a multitude of cultural hubs, and if we'd rather be alone, outdoor recreation opportunities abound.
What really makes the area so special are the hardworking folks that creat the wonderful good and services that provide us with the quality of life that's hard to beat.
The BEST OF NORTH KITSAP Reader's Choice Awards honors those folks. Over the past few months, readers of Sound Publishing Newspapers have voted on a variety of businesses and people across a variety of categories. We are proud that so many Historic Downtown Poulsbo businesses were voted BEST in their category. CONGRATULATIONS to all of them! Look for the "BEST OF" logo to find them.
Poulsbo was also recently named "Best City/Town" by Westsound Home & Garden for 2020. It was also named "Best Port," and many of the businesses in Historic Downtown Poulsbo were named "Best of" in their category.
